It is classed as sexual harrassment, as it shows a direct sexual interest. It's basically the same as going up to a random female and making a comment about her body, it puts that female in a very awkward situation, something no female should have to go through. You did the right thing in telling him to never speak to you again. I would go as far as to contact the police about this encounter, as he sounds creepy.
